Given the time have you looked in the "Ships List" or other sources to see if he emigrated ?
Maybe when he got out of Jail his wife wanted nothing to do with him so he decided to he moved away.

Snap on the County Down birth, you know he was jailed in 1899 and recorded as deceased in 1912 so you have a window of search for registration of death at sea so all you need is for some kind person visting the Mitchell in Glasgow to do a look up for you, a long shot but worth a try.

100 year rule on census information. It is unlikely that I will find my father-in-law whereabouts, in the UK, in my lifetime just because they will not release the census information for 1921,31 or the 1939 mini census. :x
