What sources have you already checked, so we don't repeat the effort?
Best wishes,

Here is how I would go about finding the information you seek. First of all, you will have noticed from the census records that the family is always in Rowley Regis, Staffordshire. The first step is to find out which registration district this fell into at the time.
Go here: http://www.ukbmd.org.uk/genuki/reg/ and click on Index of Place Names (1837–1974) If you download the index you can search a place and the registration district will be given. In this case Rowley Regis is in Dudley district, Staffordshire.
Then search on FreeBMD for Elijah and then Ruth in Dudley district, making sure to tick the box next to "Phonetic search surnames" since their surname varies from Whitehall to Whitall to Whittle, etc. They are both easily found.
http://www.FreeBMD.org.uk/cgi/search.pl
The marriage record is more difficult, since it is before registration began in 1837.
It does not look like Rowley Regis has been transcribed yet on FreeReg.org.uk for the years you need. Also, the register was damaged by fire in 1913-- not sure how much survives. You could try sending a query to the Staffordshire Parish Registers Society. Check other links on Genuki:
http://www.genuki.org.uk/
Staffordshire Parish Registers Society http://www.sprs.org.uk/
In a quick search I can't find anything for Rowley Regis past 1812
But I have never searched Staffordshire before so there is hope I am missing something.
Good luck!
Sarah

Re: Elijah Whitehall DOB 1816
Hi jjlmary & Sarah
From the 1841 census it seemed the eldest child was born c. 1835 - so I went looking on family search and found this marriage (slightly later perhaps than the oldest child was born)
Elijah Whittull married Ruth Priest 01 Jan 1836 Saint Thomas, Dudley, Worcester, England
Dudley is about 3.5 miles from Rowley Regis - as per google - so seems a possibility. Pre civil registration - so no father given.
I don't see any suitable births on Family search for Elijah - but looking at the 1841 census in Rowley Regis - there are a couple of possibilities for his parents
59 year old Joseph and 69 year old Sarah - living right next door to Elijah - both men are listed as a Nailor - as is everyone on the page.
Elijah's oldest daughter is Sarah - and although the English don't have the "naming patterns" as per the Scots - they do tend to reuse family names.
There is a Han..h Whitehall parents Jos..h and Sarah baptized 30 Jul 1815, Dudley Worcester - and Hannah was married 6 Aug 1837 at Dudley to Thomas Smith - father given as Joseph. Hannah and Thomas are living with his family in Rowley Regis in 1841
There is also a Benjamin Whitehall and wife Mary both aged 50 in 1841 - a little further away.
Only thing I can think of to definitely link Joseph & Sarah to Elijah would be if Elijah was the informant at the death of Joseph or Sarah - or if Elijah was a witness to Hannah's marriage
