I didn't have time to expand on the situation this morning.
The lack of relief to the able bodied poor in Scotland caused major debate and problems.
If a man was able bodied but unemployed and not given out-relief then he would soon become less than able-bodied and therefore a burden on the poor relief system through lack of continuing ability to seek work, never mind lack of fitness to enable him to work.
Some parishes took a much laxer view of the situation than others, but many felt unable to avoid applying the letter of the law, which, of course, overall, led to greater costs in the longer run ..........
