i have just spoken to the curator of the museum for the QLR
in Preston and he confirmed that the 2nd Btn of the South Lancashire regt
moved to singapore/strait settlements in 1886 only trouble being the register books haven't survived the passage of time ,and he can find no RMall or RW Mall listed as being a captain .(The strait settlements ties in with place of birth from the 1901 census of 3 of the children this couple had )so some more "digging around" is required he's going to kindly send me some more info on the regiments movements.

If you really want to track down this officer, he will appear in the annual Army Lists.

i'm sorry for for the confusion
but unfortunatly it's not an officer i am wanting to trace but a lowly soldier
i suppose he could have held a rank i don't know the BC of one of his children gives soldier and then there's the marriage cert with the entry on the back of which you managed to decipher as south lancashire regt,then i have his death in 1899 in Ireland which gives Prison officer as his occupation unfortunatly PRONI don't have any records and i have tried the NIPO to no avail .
Family have tried to find him in Kew ,but possibly even with the unusual name he is well hidden somewhere.I think possibly i will have to employ the services of a researcher if i am ever to find a record of his service.
