another thread mentions the damaged communications lines in Asia, and these will affect the internet for a couple of months. However, we should try to establish some parameters for the problem, so:
Can you connect to other sites in the UK, particularly Scotland? The GROS site seems a fair bet to actually be in Scotland, so try www.gro-scotland.gov.uk .
Are your problems with SP consistent?
I can ask SP if they know of difficulties, or can see if their traffic figures show any changes, but it would help if you could answer the questions above.

I have no trouble connecting to anywhere else. I thought I did yesterday for a little while, but I have just visited my many numerous Scottish and UK sites to make sure, and the only one I have problems with is Scotland's People.
I managed to get on for a little while yesterday afternoon my time (your night) but it was still as slow as a wet week and very frustrating, timing out, freezing etc. In other words, even when I was able to attain access, it was still operating at WELL below par. I am on broadband, so it is not the speed of my connection that is at fault.
Now another worry is that my credits will expire and I will have to buy more to activate them, and I really don't want to do that when it is not my fault that I can't access the site!

I have sent a message to my SP contacts asking if they know of any problems with accessing the site, in particular if there are problems with any servers.
Would you please send me the details of the login name and e-mail address that you used when registering on SP. Do not put them here but send me a private message or (preferably) an e-mail, and do NOT reveal your password. It is just to help SP in their problem tracing since you can not contact them.
