Its working fine for me. Note that the end of the web page address is .pdf which tells you that its not an ordinary web page - it is an Adobe Acrobat file (pdf = portable document format). If your web browser does not have the Acrobat plug-in installed it will not be able to display the page - perhaps this is the problem?
Try going to:
http://www.adobe.com/products/acrobat/readstep2.html
to download the plug in.
