Does anyone know how to get in touch with someone who submitted information to the LDS?

Hi Sheila,
One way is to go on line to familysearch.org the LDS website.
Hit search. Then hit Pedigree Resource File . Then enter the name of an individual you are researching. Then when you hit that individual, a submitter's name and address might be included.
If it is not, you can go in person to a Family History Center near you and they will help you order a cd of the submission for around $ 7 US.
They won't try to convert you and are very helpful.

I think there is a center not far from you in Laguna Niguel, and another in Mission Viejo. Their website will give you the address and hours.
