646/03 is the third part of 646 (Govan)
646/03 = Partick - from 1870-1874 and 1882-1912
I take it this data belongs to a census report rather than a birth, death or marriage certificate.
The 036 refers to Enumeration District number 36 within Registration District 646/3. The following 03 is a repeat of the 03 of 646/03 (I can only guess this repeated 03 is required for some database indexing purpose).
There will be a further 3-digit number following these which is the page number within that enumeration book.
