One of the ancestors is listed as being married @
19 Howard St, Glasgow
A google search found another couple who had got married at 19 Howard St five years earlier - does anyone know if this was some kind of registry office, or simply a tenament home?

I too have a 1922 marriage in my family tree at 19 Howard Street, Glasgow. My feeling is that this was probably a solicitor's office. The marriage was declared (I am guessing in front of the solicitor) and then registered by warrant of the Sheriff-substitute of Lanarkshire.
In my research I have a number of addresses where these declared marriages took place. My feeling is that they were all solicitor's offices. Some of them come up in more than one marriage.

I also have a couple married at 19 Howard Street, in 1925 by Sheriff's Warrant. I don't think it could have been their home, as they both lived and worked in Alloa which is 30 plus miles NE of Glasgow.
It might have been some kind of meeting hall or hotel. The building may have been knocked down now, as the Somerfield supermarket has the address from 12-38 Howard Street.
I hope someone can answer you question, it's been puzzling me too!

Edited: Nelmit, if you look along the rows at number 19 on the valuation roll you posted the link to, the tenant at numbers 19 and 20 is listed as Kate Speirs, Registry Office Keeper!

The Virtuall Mitchell shows some photographs of Howard Street through the decades.
The odd numbers (left hand side of the view looking east from Maxwell Street) haven't changed as much as the evens. There are still offices and shops there.

I looked at the 1913-1914 valuation roll and fouind 19 Howard Street let out as 9 offices, 2 warehouses and a workshop. The offices were let out to various agents and merchants, as follows.
[office] H C McCrea & Co Ltd
[office] Thomas Thornton MacKeith, tea merchant
[office] William B Burns, commission agent
[office] Walter Cowan, warehouseman
[office] William B Macfarlane, agent
[workshop] Dunlop & Sons, printers
