When listing census returns for a tenement, I wondered....are the returns listed
a) ground floor to top floor,
b) top floor to ground floor, or
c) at the whim of the enumerator?

The instructions given in the enumeration book don't give instructions on the order of the route, only on the interpretation of the forms.
