Assessment Rolls.....

On my elusive Patrick's poor law record one of his residences is given as
29 Commercial Road, 99/00. 00/01, 2 yrs
per mother's assessment rolls.
What exactly is an assessment roll and is it something that can be looked up?

Yes you can look up an assessment roll.

Here is who is living at 29 Commercial Road in 1913/14.
