I'd suggest that you email Raymond Evans at Raymond.Evans@gro-scotland.gsi.gov.uk in terms of obtaining details of the pilot libraries, as well as the roll out programme in the future for other libraries.
In the case of at least one library involved in the pilot scheme, there was a 50% discount for the first 30 credits, followed by a continuing 10% discount for further credits, but it should be noted that any such discounts are purely at the discretion of the local authority involved, and in no way influenced or controlled by GROS or ScotlandonLine/ScotlandsPeople.
